Bug#481034: debian/rules maint truncates debian/control if a plugin is set

Hello,

The "maint" target inside debian/rules executes two loops, but both are
redirecting to debian/control by overwriting the file.

Everything is fine unless there is a plugin set in EXTRA_PLUGINS.  See
the attached one-line patch.
