Bug#482970: wishlist += twolame plugin

Hello Sebastian,

it would be nice [tm] to have a TwoLAME output plugin in one of the 
GStreamer plugins packages. Since TwoLAME is licensed under the LGPL 
and there are no patent issues surrounding the implemented algorithms, 
I believe the gstreamer0.10-plugins-good package would be appropriate.
