Bug#523306: libpigment0.3-10 fails upgrading from libpigment0.3-9

Ah ok, I see now, that 0.3.16-1 indeed arrived in Sid, contrary
to what the PTS is saying [1].

And even though the new python-pgm (0.3.11-2) will depend on
libpigment0.3-10 and libpigment0.3-9 can be removed, it will keep
conflicting.  I'll resolve it in the next upload.
