Bug#541669: gstreamer0.10-ffmpeg: GStreamer can't decode ADPCM files sampled at 4000 Hz

I receive phone messages by e-mail from my voip company in the adpcm wav
file format. VLC handle these files well, but not Totem or Rhythmbox.

As of http://bugzilla.gnome.org/show_bug.cgi?id=591809, this is an
upstream bug. Can the patch referred in this bug be included in a
specific debian package version ?

Steps to reproduce:
1. Open attached file (08091343.wav: hanging phone) with either Totem or
Rhythmbox.
2. Both programs try to download an ADPCM codec, then fail to play the
file.
