For dh_makeshlibs you should add the -V and -c4 parameters, i.e. set a
minimum shlibs version and let it fail if the symbols file does not
match.  ( dh_makeshlibs -V "libgstrtspserver-0.10 0
libgstrtspserver-0.10-0 (>= 0.10.3)" -- -c4 )

Then it'd be nice if you could add LDFLAGS+=-Wl,-z,defs -Wl,-O1
-Wl,--as-needed and get the 99_ltmain.sh.patch patch from the other
gstreamer packages and apply it.

Also it might be a good idea to enable the vala bindings and to put them
into the -dev package :)

And then it doesn't build ;)
