Bug#608161: gst-plugins-base0.10: theora plugin not built due to older version of libtheora-dev

While rebuilding this package on lenny, the configure script reports
the following:

This is with lenny's libtheora installed:

For the version of gst-plugins-base built in squeeze/sid, the theora
plugin gets built.  I suspect that the versioning on the libtheora-dev
build-dep should be bumped.  When I install the libtheora-dev package
from lenny-backports (1.1.1+dfsg.1-3~bpo50+1) and rebuild, the theora
plugin is built.
