Common practice in Debian:
When you split a package out of your package, you should depend on it 
for the next stable release.

This ensures that everyone doing a dist-upgrade from the current stable 
to the next stable will have the splitted-out package installed if he
had the original package installed.

That avoids many possible problems, including helping non-packaged 
software to continue working after the upgrade.

Debian has a reputation for working upgrades, and avoiding problems is 
more important than a few unnecessary packages installed.

For gstreamer0.10-plugins-good that will only be temporary for wheezy, 
and after the release of wheezy gstreamer0.10-plugins-good can then drop 
the dependency on gstreamer0.10-gconf.
