Bug#615523: FTBFS: Soundtouch >= 1.5 uses soundtouch.pc and not soundtouch-1.4.pc

Hello:

Soundtouch >= 1.5 uses soundtouch.pc and soundtouch-1.4.pc is
obsolete. Attached is a DEP3 compliant patch that when dropped in
debian/patches solves this issue since currently gst-plugins-bad0.10
only searches for soundtouch-1.0.pc and soundtouch-1.4.pc.

The proposed changes are:
  * Replace build dependency libsoundtouch1-dev with libsoundtouch-dev.
  * debian/patches/99_soundtouch.patch: Add support for soundtouch.pc.

I believe bug #613677 blocks this issue or at least the package can't
be built until slv2 is rebuilt. With a locally built slv2 package I
managed to test and successfully build gst-plugins-bad0.10.
