Bug#633383: FTBFS: /usr/lib/libjpeg.la not found

The build depends on /usr/lib/libjpeg.la but this file is not
necessarily provided by the Build-Depends. I presume one of the other
dependencies depends on the virtual package libjpeg-dev. This is no
longer provided by libjpeg62-dev (as of version 6b1-2) and libjpeg8-dev
does not contain /usr/lib/libjpeg.la on a number of architectures,
including i386 and amd64.
