Hi

For some reason gstreamer1.0-libav does not export mp3 encoding
capabilities from libc.  The tool avconv can properly create mp3 files,
so the capability is available in libav somewhere.

The decoders spec specifies:
| audio/mpeg, mpegversion=(int)1, layer=(int)[ 1, 3 ]
So it can decode all layers from 1 to 3.

However it can only encode layer 2:
| audio/mpeg, mpegversion=(int)1, layer=(int)2

Also, while there exists a avdec_mp3 function, there exists no
avenc_mp3.
