Starting with Jessie, alsa-base is a transitional package.

Remaining ALSA functions are handled by alsa-utils and by kmod.

It would therefore make sense for gstreamer0.10-alsa to move alsa-utils from Suggests to Recommends and to drop alsa-base entirely.
