Bug#862257: gstreamer1.0 build-depends on libgmp3-dev which is deprecated

Dear Maintainer,

libgmp3-dev is a transitional package which pulls in libgmp-dev.

So gstreamer1.0 should either build-depend on libgmp-dev or
libgmp-dev | libgmp3-dev.


Added benefit: libgmp-dev is multiarch-compatible while libgmp3-dev is
not (yet).
