[Pkg-haproxy-maintainers] haproxy jessie package cannot be upgraded if init.d

you are rigth, for an unknow reason the init.d script was not upgraded
by the various upgrades so the one here was not having this command.

I use /usr/bin/apt-get --only-upgrade --no-remove -y install haproxy for
the upgrade so no confold but..whatever ! :)

do not know how this happenned but i confirm the new ones are okay.
Sorry for the noise, the binary is the recent one but the init.d script
stayed at an older version. Got to ask murphy about that one !
