[pkg-horde] ITP for sork-forwards-h3 package

I debianized sork-forwards-h3 package.
I am intent to make ITP and commit on our arch repository.
I mail "pkg-horde-hackers@" before do it because I know there are
maintainers of sork-passwd-h3 and (deprecated) sork-*.
