[pkg-horde] Bug#401332: should depend on php-mail and not just recommend it

It seems php-mail should be moved from Recommends to Depends, I've
backported Horde3+IMP4 to sarge and when trying to see some
IMAP Mailboxes in IMP I'm getting no message list in
the main display panel. Instead, a couple of

Warning: MIME::require_once(Mail/RFC822.php) [function.MIME-require-once]: failed to open stream: No such file or directory in /usr/share/horde3/lib/Horde/MIME.php on line 653

warnings are displayed.

Backporting (rebuilding bah) and installing the php-mail package
(that provides the /usr/share/php/Mail/RFC822.php file) solves
the problem.

This is confirmed by the [1]Horde installation documentation that
states:

3. Additional PEAR Modules ... These PEAR modules are *REQUIRED* to be 
installed for complete Horde functionality:
 a. Log
 b. Mail
 c. Mail_Mime
...
"

So I'm pretty sure this problem could affect etch users too.
