[pkg-horde] horde-announce

Hi,

to make this "there is a new version of horde module x available"
bugreports unnecessary, we could add
pkg-horde-hackers at lists.alioth.debian.org to the horde announce list.
New versions and security problems are announced there.

If you agree, I talk to the horde people to add the list (adding it
manually should be less painful).
