suphp uses php*-cgi, then IMHO we should only take care of
php*-cgi for horde3. But this bug show that horde3 'Depends'
field is outdated! We should add unstable php*-cgi provides to
horde 'Depends' field :

[...] | phpapi-20050606+lfs | phpapi-20060613+lfs

And probably remove old phpapi-*
