[pkg-horde] debtags for Horde packages

Hi,

I suggest to add/improve debtags for our packages.

Here are tags for all of our packages:

- devel::lang:php
- implemented-in::php
- role::program
- interface::web
- web::application

Here are tags for a majority of our packages:

- works-with::db
- works-with::mail

Here are tags used one or two times:

- filetransfer::http
- protocol::ftp
- protocol::smb
- protocol::ldap
- protocol::imap
- mail::imap
- mail::user-agent
- network::client
- mail::filters
- web::browser
- works-with::file
- works-with::software:source

I intend to apply this rules ASAP.
