It is run when kolabconf is run. This is the case when there is a
change in the ldap.

- One solution is to edit the template only and then run kolabconf
(this will restart slapd)
- another solution is to remove the template, and only edit the
original slapd.conf

both solutions will be kept during upgrades of kolabd (the non
existence of a conffile is a configuration).
