[pkg-horde] Bug#695696: php-horde-mail has circular Depends on php-horde-mime

Hello Horde Maintainers,

There is a circular dependency between php-horde-mail and php-horde-mime:

php-horde-mail 	:Depends: php-horde-mime (>= 2.0.0), php-horde-mime (<< 3.0.0~alpha1)
php-horde-mime 	:Depends: php-horde-mail (>= 2.0.0), php-horde-mail (<< 3.0.0~alpha1)

Circular dependencies are known to cause problems during upgrade between stable
releases, so we should try to get rid of them.
