[pkg-horde] Debian horde package and pear

The work is ongoing on this. As Horde is now split in dozens of
packages, it takes time (46 packages are already uploaded, out of 76
to fulfill the  groupware and webmail dependencies).

We expect Horde4 to be in wheezy (at least framework, groupware suite
and email platform, see http://www.horde.org/apps).

Both solutions have pros and cons: With pear, you have the latest
version, and follow closely upstream. With debian packages, Horde is
better integrated (follow file hierarchy with config in /etc, logs in
/var/log, ... ; config preserved accross upgrades, ...).

We now have a solution to easily convert a pear package into a Debian
package. I will call for testing once we have the 76 packages in.
