[pkg-horde] Bug#697498: FTBFS: pkg-php-tools (>= 0.9) not available in unstable

This package cannot be built from source with just unstable enabled, pkg-php-tools 1.0 is in experimental only AFAICT.  I also didn't see pkg-php-tools in NEW, I apologize if I overlooked something.
