[pkg-horde] phpseclib version 2

Hi php-seclib reverse-dependency maintainers,

Since I wasn’t sure all packages still depending of version 1 will
actually be ready to use version 2 in time for Stretch, I renamed
version 2 as php-phpseclib (already available in unstable). It will
allow one to install both versions, and thus will keep php-seclib and
php-phpseclib reverse-dependencies co-installable.

Please, try to ensure your upstream is moving to version 2, so that we
can get rid of version 1 ASAP (hopefully in time for Stretch). I’ll
replace php-seclib by a transitional dummy package once all
reverse-dependencies have moved to php-phpseclib (version 2).
