And instead is not.
From #debian-release:

[03:45:50 PM] <nthykier> mapreri: Re: #811387 - Britney does not support versioned provides
[03:45:54 PM] -zwiebelbot- Debian#811387: RM: php-math-biginteger/1.0.2-2 - https://bugs.debian.org/811387
[03:46:21 PM] <nthykier> See #786803 - patches / test case welcome
[03:46:26 PM] -zwiebelbot- Debian#786803: Please consider versioned Provides - https://bugs.debian.org/786803
[03:46:27 PM] <mapreri> thanks for confirming! :)
[03:48:39 PM] <mapreri> nthykier: wait, but does that mean that packages using them will never migrate or what?
[03:53:49 PM] <jcristau> yes
[03:54:07 PM] <jcristau> it means packages should have versioned depends on virtual packages
[03:54:19 PM] <jcristau> err
[03:54:20 PM] <jcristau> shouldn't
[03:55:46 PM] <mapreri> If there are such problems I think you should follow up on #811360 and explain if there are changes needed, then.
[03:55:51 PM] -zwiebelbot- Debian#811360: php-horde-mapi: depends on not-in-the-archive-anymore php-math-biginteger - https://bugs.debian.org/811360
[03:56:04 PM] <mapreri> because otherwise there are going to be problem for the next uploads.
[03:56:14 PM] <jcristau> *shrug*
[03:56:37 PM] <mapreri> is not that i care if a single packages will be stuck in unstable, if it's not part of something bigger
[03:56:45 PM] <jcristau> it was never documented as supported

Well, IMHO the best thing for you is to just change the dependency
somehow, (I don't know if a rebuild is enough or you need to add
overrides so it doesn't get automatically chosed by whatever tool
generate that), or if you are curious or anything get in touch yourself
with the release team.
