In Ubuntu, we've applied the attached patch to achieve the following:

  * debian/rules: changed content of binary-undep to binary-arch target
    (LP:#337589)
  * debian/control: changed architecture of ia32-libs-tools and ia32-archive 
    to amd64 ia64

We thought you might be interested in doing the same.
