The mean time and the temporary solution of ia32-libs has been going on
for 10 years. It is finally coming to an end and we verry much want to
hasten its demise, not lengthen it.

That said you should create a 32bit chroot using (c)debootstrap and use
your toolchain in there. Just a guess but given that you want to use a
32bit toolchain you probably run into problems with gcc, as, ld,
... defaulting to 64bit without a chroot.
