I wonder what section of the Policy is actually referred to ;).

I guess this bug should be closed: uninstallable packages are “normal”
in unstable, the fact that they are not installable already prevent them
to migrate to testing. #677762 already tracks the remaining issues with
a multiarch ia32-libs-gtk anyway.
