Hi,

this appears to be a missing Depends in libshout3-dev:
$ pkg-config --print-errors --exists shout
Package speex was not found in the pkg-config search path.
Perhaps you should add the directory containing `speex.pc'
to the PKG_CONFIG_PATH environment variable
Package 'speex', required by 'Shout', not found

Either this "Requires" line in shout.pc is not required, or
libshout3-dev should depend on libspeex-dev.
