[Pkg-ime-devel] SCIM chewing packagers added

Hi,

Let me introduce 2 new members of pkg-ime.

 Kanru Chen <kanru.96@stu.csie.ncnu.edu.tw>
 Andrew Lee <andrew@linux.org.tw>

They have packaged libchewing1 and scim-chewing which enables inteligent
Chinese Zhuyin input method.  Zhuyin provides the phonetic description
of Chinese language just like Pinyin.  Zhuyin is the popular in Taiwan
while Pinyin is popular in China (mainland).

Let me propose to add 
 scim-chewing
 libchewing
under our SVN repository under pkg-ime.

I think the best practice of SVN in this shall be anthy pakage.  So
imitate it.  

If they want to just host debian/ directory, they may use scim as good
example.  This reduce SVN repository size.

(I think for the sake of completeness, we may want to copy upstream and
previous versions to scim repository if I have time.  But it is not
important to do this.)

In either case, I will upload packages onece they are here and package
description becomes clear enough.  (I need to test them first.)
