Yes. In 0.3.8(r849 in uim repository), uim-m17n was just a test implementation.
Talking with upstream about m17libs support on Debian package, I stop providing
users m17nlib support at that time.

And it also had introduced problem about default input method in ja_JP.eucJP. 

When you install neither anthy nor canna, uim-m17n-tcode is selected by default.
But tcode is very strange input method for users. [1]

Also, when without m17nlibs support, uim-skk is selected by default. But cannot
translate into Kanji at all.

Default IM problem in Japanese environment is very difficult. This comes from the
order of IMs. If m17nlib is needed to support in uim, we have to avoid selected
uim-m17n-tcode by default instration. But I have no idea.
