You are right. It should use /usr/lib/qt3/plugins/inputmethods/.
I checked your scim-qtimm package and libqt* at
http://everybody.good-day.net/~ikuya/debian/sarge/immqt3/, and
they work correctly (except scim-skk, but it may be a bug of
scim-skk).
