I've rebuilt scim 1.2.3 with gcc 4.0 and xfree86 4.3.0 in a new sid
chroot environment (i.e., no scim-* packages installed while building),
and still can't reproduce this bug.  The screenshot at
    http://www.mems.rice.edu/~minghua/scim-setup.png
is what I have.

Have you tried remove ~/.scim before starting the new scim?  The
configuration files for scim 1.0 may be incompatible with 1.2.  Another
possibility may be the locale, can you reproduce it in a English locale?
