I am the Debian maintainer of scim and a member of pkg-ime team.  I saw
the reply of you ITP on pkg-ime-devel@l.a.d.o but don't have time to
comment yet.  So I'll briefly summarize my thought here:

First, I am very glad to see someone interested in packaging skim.  Not
many members in pkg-ime team are familar with Qt/KDE, so hopefully you
can join us and fill the gap.

You probably want to post your packages early (or maybe just the idea
about your packaging) to pkg-ime-devel mailing list, so that we fellow
maintainers can have a look and comment on them.  Also, if you don't
have a sponsor yet, the DDs in pkg-ime-devel team can be your potential
sponsor.

As for scim-qtimm, if I understand correctly, it depends on a immodule
patch to Qt if you use Qt3.  Since in recent future Debian will stick on
Qt3, you probably want to get that patch into Debian's Qt packages
first.

I also remember some one did unofficial preliminary packaging for skim
and scim-qtimm (and Qt with immodule patch).  The only thing I can find
right now is scim-qtimm packaging done by Ikuya Awashiro:

but no skim there.  It may be different people, and I can't remember the
details.  As I've said, ask around on pkg-ime-devel should give you an
idea about the situation of current work.
