I will be annoyed if you do this.   This is same as all_ALL in terms of
annoyance.

You never know when scim update itself and run its postinst in chinese
locale.  Under ssuch situation, it will reset setting against your will.
Very flakey system ituation, indeed. 

If you have specific languages which this package is better than
default, use 50 specifically for it.

Package script has the root power.  Basically, do not make intrusive
modification to other packages just because it worked in some limited
scenario unless it is cordinated action with the other packages.
