[Pkg-ime-devel] Bug#596434: new opencc needs to claim conflict with libopencc0

Since this opencc does not claim conflict with libopencc0, when trying
to upgrade from testing combination, it has file crash.  Since
libopencc0 will not be needed or created, conflict seems good idea.
