Not true.
qt4 support is recommends. So you can always chose not to install it.

Well things are moving. For GTK, things are moving from GTK2 to GTK3.

No. I do not knoe which package installer you use. But that is
usually configured to install recommends as default. If you are fussy
like this, you just deselect ibus-qt4.

No. But messy dependency structure was fixed.
You can argue that these recommends should be suggests. Well if I do
that, I get another camp of people complaining. Since disks are cheap
these days, I went for the fully functioning system.
If you want to maintain (unusual) minimal system, apt preference is your
friend. See my Debian Reference:

See these are "RECOMMENDS" You are missing all. So you are using xim
path.
> ibus suggests no packages.
Since this is not a bug but user a support, I will keep this here and make
this wontfix.
