For FEDORA, sure yes.  But this is how Debian is build for next release.

You mean /usr/lib32 /usr/lib64 ... that was the old way for Debian too.
Debian is transitioning from old special case lib* to this new 
/usr/lib/<triplet>/ so we can have more than i386-linux-gnu and 
x86_64-linux-gnu but also all sorts of things such as ARM or kFreeBSD.
