You need few key skills :-) Mosrly social and some technical ...
First, you need to find a way how to make other people's work easy.
If you wish to apply: apply via established interface. See nicely hidden
right bottom corner of this page:

Interesting. I only visit Taiwan for 新竹 these days. Nice to see
people from the other side of Taiwan which is known for its natural
beauty.

Eaiest thing is to make patch against existing package (Even a simple
additional README in chinese to improve packaging quality.) and file
them to Debian BTS. That is very good reference :-) Action of positive
contribution is the best proof than some theoretical learning.
