Looks like you could remove it safely. I could built 1.3.10 without this
patch too. But I'll wait YunQiang Su to confirm.

Maybe in the past the build script modifies the po files. In that case
we should backup them at build target and restore at clean target
instead of backup them in the source repo. I think you could remove
debian/po-bak and the line in debian/rules.
