OK.  I replaced my ~/.emacs with a file containing
only those three lines and then

   $ /usr/bin/emacs23

In the "*scratch*" buffer,

  M-x ibus-toggle

and I got the same error.

Yes, I also got the minor mode.

> and lets me switch ibus on and off

How do you switch it on?

Normally people assign some key
to the ibus-toggle function, I believe.
