Question is what ibus modules are you using.

If you are using ibus-* packages listed as bad in 
 http://release.debian.org/transitions/html/ibus1.5.html

This is expected situation under sid during transition.

Please let me know what packages you use.

Also, python dependency needs to be installed as Jeremy pointed out.
  * python-ibus for some ibus modules (ibus-setup)
or
  * python-gi + gir1.2-ibus-1.0 for some ibus modules
