Hmmm. why not fix #746978?

This breaks tracking of ibus troubles with reportbug.  This is not
upstream problem but the Debian internal consistency issue.

If I needed patch, I made one and attached.

I am uploading package as patched.  I hope this is OK with you.

PS: dh-python is just a caution to have best dh_python3 support.
