Please read the first few lines of README.Debian.

ibus for Debian Osamu Aoki <osamu at debian.org>
=========================================================================
!
! Keyboard mode switching is now changed to SUPER-space.
! The SUPER-key is commonly called windows-key.
!
! X and ibus should be run under the UTF-8 locale
! to have stable behavior. Set it via /etc/default/locale .

You are free to ignore this maintainer guidance but the problem you face is not
a bug.
What you reported in this report is some kind of a feature request
report (= wishlist bug).
If you have a patch for supporting your special configuration and you think
your patch is a good one, please submit to the upstream.
I see no point for supporting C myself.

Hmmmm... maybe I should update bug script to catch this situation.
Until then, I will keep this bug open :-)
