You must be correct but this may be too late for jessie.  Is there any
exception by FTP mater?

Question:

Should I keep "Build-Depends: libnotify-dev (>= 0.7)" as now.  I did not
dig deep into code, yet.

Does removal of tiny python-notify has big enough impact?
python-notify:
 Compressed Size: 16.6 k
 Uncompressed Size: 111 k
 Depends: libnotify4 which is Uncompressed Size: 51.2 k


ibus:
 Compressed Size: 472 k
 Uncompressed Size: 2,234 k
 Usually this is used with packages such as anthy-common Uncompressed Size: 13.4 M

If it were pre-freeze or early freeze, I certainly remove this.  But
this looks very small gain.  I wonder why you think we need this for
jessie.  If you are confident, and willing to take responsibility of
this change, please upload fixed package as a team upload.  I don't oppose
you do so since you are much more capable of checking these issues.

I don't see RC bugs filed on libnotify-dev nor libnotify4, either.
