I'm not sure why you are reporting the issue here. The bug has already
been reported upstream and hence it has already reached the right
people, namely the people who wrote the actual code.

It's normal that it takes some time until such fixes can propagate
into the distributions and given the fact that Debian is now in freeze,
there is little hope this fix will actually make it into Stretch :(.

That should go into a separate bug report against src:ibus, with severity
minor.

apt show im-config should answer that question. But, yes, that might be
added to the reportbug log. Again, I think these things should go into
a separate bug report with minor severity. I think it's fine to file one
for both these minor issues.

PS: I'm not the maintainer of neither SCIM or iBus. Just a very happy user
    of iBus and I currently try to help resolve RC bugs for the Stretch
    release.
