# ls -l /etc/dconf/db/ibus.d/

# cat /etc/dconf/db/ibus.d/10-jidanni
[desktop/ibus/panel]
custom-font='Sans 20'
use-custom-font=true
# dconf update
# su - nobody -c 'HOME=/tmp/xxx ibus-setup'
Here we see the above two settings are ignored.

OK maybe
# Instead create your own file next to it with a higher numbered prefix,
means
/etc/dconf/db/ibus.d/10-upstream-settings
result: nope.

Conclusion: all settings are hardwired in and dconf stuff is totally ignored.
