[PKG-IRC-Maintainers] Bug#486583: atheme-services: debian/watch gives the wrong upstream version

uscan on atheme-services gives the upstream version as being 
'services-3.0.4', and thus thinks that there is a new release. It should 
report just '3.0.4' as the upstream version.

Please find attached a working debian/watch file.
