[PKG-IRC-Maintainers] Bug#620960: inspircd: 1.1 no longer supported, package not maintained actively

This version of inspircd is no longer supported by the development team,
nor do they support packaging.
This version has several bugs (which are fixed in later versions), it's
no longer maintained and it doesn't support ipv6 properly.
Documentation also lacks information about configuring the ircd
properly, in the way it's been set up by installing the package. It
should at least explain how the modules and (example) files can be
loaded with proper paths, etc. When installing it doesn't mention the
need for configuring the default config and the provided config doesnt
even mention the modules, which is makes the ircd as rich featured as it
is.
If this package is to be kept in the Debian archives, it should be kept
to the latest stable version (which is 2.0.3 at this time) and
documentation should be fixed properly.
