[PKG-IRC-Maintainers] Bug#648815: /etc/init.d/ngircd: init script does not create /var/run/ngircd

There appears to be a typo in the init script. It contains the line:

[ ! -d "$PIDDIR" ] || mkdir -p "$PIDDIR"

I suggest removing the ! from the test.
