[PKG-IRC-Maintainers] packaging inspircd : 2.0.17 and 2.0.18 wheezy backports from 2.0.17 jessie

Hi,

i've recently backported inspircd 2.0.17 from jessie to wheezy, changes 
attached if you are interested.

2.0.18 is out so i've backported it too : not that much work : only 
removing patch 03_gnutls_crypt_api_instead_gcrypt.diff (seems already 
applied upstream)
